Unhappy How to stop my puppy eliminate in his cage.. and rest on the pee pad...

I live in HDB. I started toilet train my puppy with a crate since day one home. I brought him out from the crate every hour to the pee pad and he started eliminated on the pee pad after one week home. I back to office after a week off. As I am away from home eight hours a day, I confine my puppy with small area and fence it up with only pee pad and his cage in the fence. I leave the cage door open when i leave for work so he can eliminate in the pee pad in the day time.

After 2-3 days of work, my puppy started eliminating in both cage and pee pad. Sometime, he rest on the pee pad as well. It makes him dirty and stink. Why he behave like this? I read from internet that puppy won't pee on the area they sleep but why he does so? I put a pillow in the cage so he can sleep on that. I want to get him a good bed but i can't now as i am afraid he will eliminate in the bed.

I have been feeding him in the cage. I keep a lot of toys in the cage too. I make the cage a wonderful place for him but he just doesn't like it. Everytime i put him in he starts to look upset. I let him out from the cage two hours a day to run around the house and play with him. I want him to be 100% toilet train so I can give him a bigger space to run when i am away for work. But now seems like it just goes the other way.

Is my approach wrong? Could you please share with me how you keep your puppy if you live in HDB too.. i stay with my sister and both of us work 8-9 hours a day.. I did a lot of online researching but the approach seems good in theory and good for person who can be home all the time. Please share with me how you toilet train ur puppy .. thanks.
